Does Public Participation Reduce Regional Carbon Emission?

Public participation is playing an increasingly important role in environmental governance. This paper uses panel data from Chinese cities to evaluate the causal relationship between public participation, regional carbon emissions, and intensity. We obtain following conclusions: (1) significantly reduces emissions intensity, which remains robust after a series of robustness endogeneity discussions. (2) The reduction effect performs better eastern regions, regions with higher per capita income, concentration tertiary industries talents. (3) divided into resident environment non-governmental organizations (ENGOs) participation. found excellent interactive emission good interaction government organizations. (4) finds that promoting green technology innovation significant mechanism for achieving reduction. (5) Finally, this “inverted U-shaped” non-linear emissions. results reveal importance provide empirical basis informal regulation.
